The bill, known as the Fast Act, would create a commission with members appointed by the governor and legislative leaders made up of workers, union representatives, employers and business advocates. They will set wages up to $22 an hour for fast-food workers starting next year and can raise them annually at the same rate as the consumer price index, up to 3.5 percent.
